A bipartisan majority agreed to let the flawed “independent counsels” statute expire in 1999. It has nothing to do with special counsels, or any of the other tools currently in place for holding elected officials accountable.

Judge Kavanaugh’s apparent comments would be in line with mainstream views that have been strongly held across the political spectrum – including by Senate Democrats themselves.
