I agree with you. Defund is the wrong word. Re-educate? Revamp? There’s a better word I’m sure. But we do need to get rid of the systematic racism within the police.

No "defund" is the correct word, and is a concrete demand, unlike "re-educate" or "revamp". Give the police less money, that's it.

Police budgets are decided at the local level, no? I think what Congress can do is put an end to the militarization of police forces by stopping the transfer of weaponry and placing constraints on allocation of federal funds to problem departments. Market incentive to clean up.

Dear Sen. Manchin: I understand you're opposed to *ending* the filibuster, but how about modifying it to, say, require 45 *affirmative* "nay" votes instead of requiring 60 affirmative "yea" votes, or requiring them to be *actual* filibusters (talking at the podium nonstop, etc)?
