FWIW people rarely get offended when I follow up-- I'm more addressing the shy overly polite people who are afraid of seeming rude. They don't need to worry!

No idea, it seemed to be enabled automatically from a recent update! This is on the desktop website

http://Followupthen.com is a service I recommend that seems similar to this. I've been using it for the last 2 years and it saves me a ton of time and stress. You can assign follow-ups to others, too, like subordinates for example or a forgetful manager.

I followed up with a potential client and it turned into a phone call discussion about the project. I think follow ups are useful as well. Especially when you are trying to get clients or get something done If anything they don't reply and you move on.

I try to be honest when people contact me for sales purposes at work, with either, "I'm not interested, thanks," or "I'm potentially interested, but not now." In the latter case, I give them a realistic date to recontact me, which thankfully most respect, saving everyone's time.
