Deaths averted because of low heating costs isn't just a short-run effect (i.e., those saved don't die shortly afterwards anyway). This is consistent with @ODatUCSB & Moretti's finding that the effect of cold temp on mortality doesn't fade out (unlike effect of hot temp).
Our empirical design combines (a) geographic variation in the energy source used for heating (electricity vs. natural gas) with (b) price changes for those 2 energy sources.
