At a key moment last year, I found myself needing to look into how my (now former) institution handled staff complaints/concerns about racism. Turned out every protected characteristic except race had some relatively easy to find protocol. For race, try the BAME support group.

Obviously the existence of a protocol does not equal dealing with problems or creating an inclusive environment. But it does suggest a basic awareness that something could come up in an area that would need addressing.
