I'll explain why each of those should get your vote, but first: why even bother voting? If you are an OWASP member, you should definitely vote - the board of directors set the direction for the whole organization. Many decisions that affect you are made by the board, and culture.
This is your chance to help change the community the way YOU want it to change! And if you are not an OWASP member - you should really consider it, OWASP has a huge impact on whatever you're doing. Even if you are not appsec proper, it affects you - and it doesn't cost a lot 
So assuming you're going to vote, why these?
@Kerberosmansour has been on the Board for 2 years and has already been a major driver for transparency, fiduciary responsibility, and so much more. He is "the adult in the room" 
You should vote @OferMaor or because, in addition to already contributing so much, he has the experience of building up a small chapter into a large one. He has an international viewpoint which is inclusive of both part-time US, European, and importantly non-European experiences.
And this stuff matters! There are different challenges, communities, and cultures. And not just location, small/large chapters are very different and need vastly different approaches.
@OferMaor knows, probably better than most, the delicate balance between community needs, global vs local communities, corporate vs independent support, rich vs poor.
He has spent the last 9 months on the current board, doing a fantastic job with a lot to show for it.

In short: Vandana is a fabulous contributor, often travelling at her own expense to teach programmers and newbies.
Vandana brings a fresh perspective, very conscious of diversity and inclusion of many segments (as she said in her keynote at @AppsecUSA). She is a fierce fighter for ethical behavior, and she will know what is right.
Lastly, @pendo19 is also on the current Board, and he has been bringing a fresh perspective on how to make OWASP better - and has been following through. Just listen to some of the Board meeting recordings to hear his on point comments.
I will also point out that there are a few other fantastic candidates!
But I chose @OferMaor @Kerberosmansour @pendo19 @InfosecVandana because they bring something unique and valuable to the board, that we would not otherwise have there.
Even a great candidate that has a narrow community experience would not serve the best interests of ALL of @OWASP, continuing the current trend of steady improvement started by the current board.
