Users of JS source tooling (type checkers, linters, compilers, bundles), what do you dislike about existing solutions? Any features that you want but are impossible with existing tools?

The point is that these tools each have their own purposes. Advanced code splitting is what webpack can do on your app. Bolt manages your packages holistically.
Webpack only calls it "advanced" code splitting because it's the best that the ecosystem can do today. A new tool that owns the entire code processing pipeline can do way better.

Lol well we don't use those words I was just repeating what he said. But you are right that if you are using a flow parser etc, you could gather more valuable metadata for I guess more complex splitting scenarios?

I guess you could go as far as split at the "statement level" but I can't imagine a scenario why someone would want to do that.
