Just anecdotes but most of my career has been with good management. I didn’t even know bad engineering management existed for a while.
Haven't you been at Facebook for your whole career though? Facebook is a big old company so it's not a very good measure of industry status quo.

I've worked lots of places. My experience with Facebook managers (Sophie and Tom) has been extremely positive. Other experiences have been mixed. I think this is something that varies wildly from company to company.
