If you don't need to do a test, the SF DMV is usually no line 15 min before closing. They also have an added incentive to process you quickly

Totally agree. I wouldn’t worry about it too much — it took me almost a year (although I had a NY license before, which night make a difference) You can make an appointment online which saved me a lot of time. You bypass the whole line.
