There’s a surprising amount of logistics (and money) involved in transporting two cats half way across the world.

There is, indeed. But it's because UK laws are absurd on that topic. And bringing pets into the UK is far worse than leaving it. Word.
UK laws aren't actually the problem. Bringing a cat from UK to US is pretty easy, it's just the organisation that is difficult.

Cats can't fly into the UK in cabin, only as cargo. And only through a couple airlines, and only on a couple routes, from a couple airports

Mines had to fly from Spain to Zurich and then to Heathrow and be examined by the pet's quarantine service. Pretty crazy.
