I think semver could use a marker for "breaking change to a clearly marked private API that we nonetheless believe people use"

There's massive momentum required for a major version bump. People seldom upgrade outside of majors.
So many integrations with hard coded majors. Babel has had these sorts of breaking changes dozens of times. It's really not scalable.

yeah this is an issue especially for a parser error, and if we do a major bump then all plugins will need a major bump + ecosystem upgrade
