In JS, is using `const` for unchanging _locals_ something you do or value?

E.g. flow can’t analyze if after an arbitrary function call there was a let binding reassign or not, no such problem with const.
This has always seemed like a failing of Flow to be smart enough. A let that is never reassigned is the same as a const.

Possibly they are considering it bad usability if adding an assignment can suddenly cause your typing to fail.

It is frustrating because there’s no way to mark a function Param as const.
