What's the best free open source alternative to Highcharts?

More complex, more configuration: d3. Easier setup but less wiggle-room: chartist
Thanks for the suggestions! Looking for something plug and play. Chartist seems like it fits the bill but has no interactivity

Check out chart.js ... relatively simple ... or vis.js as an alternative to d3

yep true. You can build it on top with js animation libraries like gsap or anime, or even CSS (if you don't need it to work in MS browsers)
