Chrome doesn't support fractional mouse coordinates. Makes it impossible to implement smooth dragging.

You could try adding a low pass filter. Useful for gestures even when having high res touch coordinates.

Anything that smoothes out the sharp jerky movements (or whole pixels), and interpolates a smooth curve that matches overall movement.

None of this helps you get fine tuned drag destination (that will snap to pixel) but can at least smooth out the movement of the interaction
