It's not rare at all. They are the safest sockets for children – in fact using a child protector is less safe than leaving the socket open.
Which is a blessing for every single parent I know, as kids love playing with sockets and putting things in sockets along with their fingers

I'll pile on because it's fun. I also electrocuted myself when I was young. Almost happened a second time too.
