build times are O(l+n) l libraries and n usercode but can be decreased with plugins like hard-source-webpack-plugin DllPlugin.

IME cold build times increase as project grows, but incremental builds only increase when I mess around with loaders and plugins

I mean all build tools have that issue. There are a couple perf PRs open for Webpack though... they're actively working on it.
