afaik, you can't relicense the same project, but you can fork it and build a new project with a new license
If I wrote a library that's MIT and released under my name, receive external contributions. Can I relicense under non-MIT?

no need to fork. You can't revoke license if someone has a old copy but it is fine to continue same project with new license.
