Not common afaik. Detect locales with https://github.com/sindresorhus/os-locale …, see Intl & use https://github.com/mashpie/i18n-node … (or ~) for language switching
Is i18n for CLI developer tools common? Do any tools set a good precedence? How do you handle autodetection of the developers language?

type `locale` in console to see all info. Usually `LANG` is what you're looking for.

most of the GNU tools are intl'ed.. so imho its common for tools that are used in big scale. 100% worth

For dev-oriented tools, I'd say it's not even desirable. Translations are often lousy and can't be looked up (eg. Apache's errors)
