What's reason behind npm making ^ the default over ~? When would you depend on new features that will randomly come in the next install?

@amasad I think most often bug fixes may come between new features, and a lot of people won't backport those to every minor branch.

@dan_abramov An increasing risk of ending up with a breaking change for the bug fix you might get every once in a while.

@amasad OTOH increased chance that unintended breaking change will be reported (because more users) and next patch will fix it for everybody

@dan_abramov that's true, but is there a way to do this more responsibly? Have it be opt-in rather than the default?

@amasad I'd say people who care about stability use shrinkwrap anyway

@dan_abramov yeah maybe that's true, although they might be a minority given how many people get affected by babel's breaking bug fixes
