I released Ember Tools Mar '13 cause setting up Ember was terrible. Core team embraced ideas as ember-cli, first 1.x release July '15.

I wonder if folks bugged by tooling today haven't been trying to do the things they are now. SSR, Code splitting, Live/Hot reloading, etc.
