@sebmck babel-plugin-transform-eval seems to be broken because there’s no `parse` method passed into plugins

@sebmck I mean I should pass through options from the top level. Are babel options all passed to the plugin?

@sebmck I want to parse a string inside a transform, but support whatever syntax extensions are provided by other plugins. -
