`make bootstrap` after having cloned @babeljs takes forever. I didn’t find the docs how to run it (esp. the tests) locally, what did I miss?

@sebmck@RReverser actually I just thought of npm scripts add the entry points, shell scripts behind it. Might not sole@RReverser's issue
@wolframkriesing @rreverser It won't, still need bash. You can install bash and make on Windows with https://github.com/bmatzelle/gow anyway.
