Doesn't jest use watchman internally? I couldn't find specifics in jest's docs, but the "watchmen" flag, which defaults to true, suggests this to me.

In some cases, I think it's one of those behind-the-scenes pieces of infra that people use without realising.

Not for the "public". You need to have it installed and add a .watchmanconfig file so it's impossible to use without deliberately setting it up.
