Definitely the official hooks one (https://github.com/facebook/react/tree/master/packages/eslint-plugin-react-hooks …), and I assume the React team are happy with all the ones enabled for Create React App (https://github.com/facebook/create-react-app/blob/master/packages/eslint-config-react-app/index.js#L258 …).
Nice! Didn't think to check create-react-app, my bad. I assume there's also maybe rules that the React team would like, but may rock the boat with existing users.

Yeah, I reckon there would be some like that. A new toolchain is a great opportunity to rethink a good set of high-quality core lint rules! :)
