This would fall more on the side of a linter than a formatter. You would not want your code to be functionally changed by a formatter while you're still writing it (since formatters run on file save)
Rome has two modes. One is just syntax formatting. I'd imagine that would run on save in an editor. Then there's autofixing which will be an explicit action, ie. running a CLI command or clicking a button in an editor/IDE. Allows for potentially dangerous changes there.
