Is it unreasonable for open source projects to expect Windows contributors to have bash installed?

Sorry, but I don't fully get why Rome would be better than the tools we already have. Is that because it (appears to) follows a monolithic approach? Could you elaborate on its advantages? Why would someone use Rome? Thanks!

This is a collection of my tweets over the past ~2 years about a project I've been working on. Time and work fluctuated over that period.
It was called Sonic, then Hydra. Now it's called Rome. It's a JavaScript toolchain. It has zero dependencies, every thing is custom.
