What would it take to actually accomplish that? Have the project adopt the license from day 1? I assume the problem with changing it after the fact is that some contributors may object?
The problem with changing it after the fact is that there are legal ramifications especially without a CLA. Accomplishing it would be having it reviewed by a lawyer, and having processes in place to determine "what is an ICE collaborator" both of which were missing before.
Yeah defining ICE collab seems like the trickiest part, as I don’t think civil agreements are enforceable if they require a lack of compliance with law imposed by government.
