Ah. But ASI can not trigger when the next line starts with a forward slash ...
That doesn't matter. Return explicitly cannot have a line terminator between the keyword and the start of the expression. This isn't really ASI.

Wouldn't the first rule still inject the missing semi? (eg. ASI)
