Sure. I wouldn't use the word complicit though. When you associate yourself with anything that has negative attributes, you need to explicitly called out the pieces you may not identify with, or else you will be grouped like I mention in my follow-ups.
I'm saying broadly that being proud of your country, outside of very extreme circumstances, doesn't make a whole lot of sense. Be proud of specific things. Unilateral endorsement just looks naive. Unless I know the person well, saying you're proud is ambiguous.
