Yes, Firefox Gecko throws simply InvalidStateError as spec'd where Chromium Blink goes extra miles to track platform call context in ExceptionState and throw InvalidStateError with a custom message.

The difference is quite deep and architectural. Firefox doesn't seem to have this call tracking and message override infrastructure in place, so it is not just about DevTools.
