Recently I have been seeing an increase in DMs from people outside the US requesting I buy them a laptop to enable them to learn how to program. I have been personally struggling with the best way to handle this. I want to help but there are some scale issues. Any ideas?

Some people replying seem to have missed that you specifically said *laptop*, which is important because a Raspberry Pi or phone with a web IDE is just not going to cut it.
Also to actually answer your question: Close your DMs and donate to a charity that works with the countries that they're reaching out from.
