What JS tools are developers constantly struggling to optimize for performance? Webpack gets a lot of attention but not sure if it's an outlier? Why is it even necessary in the first place.

Neither takes as much time as building (in vscode). Type info is very fast, linting is "unimportant'
Type info is fast because the maintainers have made it that fast. If anything it's a way harder problem. I dont think frequency is the issue. People complain about package manager performance even though it's more infrequent than any other tool.

Build system in JS runs as frequently with dev server, recompiling on every save, and hot reloading, as a typechecker and a linter. The difference of JS is that JS developers are more familiar and can contribute to their tools. C++ app developers do not optimize C++ compilers.
