I'm not sure I understand. It doesn't matter the value of what you're importing. If you only used it in type annotations then it will be ignored as a dependency. If it's imported elsewhere as a value then it would still be included.
Yes but Type annotations with decorators allow reflection. You access the type annotation at runtime. Not sure you can detect decorator in parent nodes in AST.
