process.env.FLAG also can get replaced at a build time, is little more standardised (eg CRA uses it) and avoids globals.

Exactly. And process.env (NODE_ENV apart) smells like configuration. We have a single entry point, multiple output project. The typical single .env file tree sourced at the start of the build doesn’t cut it.
