Context: In Rome, I want to allow configuration to specify custom global variables, but I don't want built-in presets for Jest, Jasmine etc.

Feature flags, __FLAG__ style. Currently replaced at build-time with DefinePlugin for different build configurations (and dead cose eliminated for good), and writeable at run-time in development.

Turn off ‘name’ global because it always trips me up. Turn on modern stuff like ResizeObserver.
