I think the point is perfectly clear. This tweet comes from an individual called Jason Miller. It does not come from an account representing Googlers. I think it's more reasonable to assume employees have their own personal thoughts and aren't spokespersons for that company.
I would generally agree with you expect the role of a developer advocate/relations is to literally tweet and interact with the community. It's not an unreasonable assumption, and one you generally need to accept when you accept a job that aligns with your interests and passions.

I did not give Google Dominion over my socials. Most folks end up putting a disclaimer in their bio explicitly stating this. Do I need one?

If that's an assumption people hold, I think that's something we need to defy. I believe such assumptions hurt conversations and diversity, and instill fear into developers engaging with the community. We should be proud of companies we work for while retaining individuality.
