I'm not sure what you're taking issue with. I've seen time and time again that a lot of the apps in non-western markets seriously care about initial download size to the point it's a competitive area where the web is in most part a better platform.

I didn't take that from this at all. I don't know the N reference, but most apps are massive in comparison to what they do and caring about perf is important to user experience, and we should all care.
