It's a separate mailing list that I've been auto subscribed to called "GitHub Product Updates" that doesn't respect my email preferences on http://GitHub.com (despite linking to it in the footer).

To send an email to all your users, just define a new type of communication that everyone receives by default ("Exciting New Product News 2.0"), add a new preference for opting out of it, then send everyone email. It's free real estate! There are no consequences!
