Dotted underlines are ANSI code hyperlinks. It makes them clickable in a terminal and open in an editor.

These are used everywhere in the Rome CLI output. They’re nice because you can have shortened names while still link to the full file path.

Clickable file names are nice. I do remember that this screwed up my 14.10 xfce terminal when jf started using them, because older terminals don't support them (was fine in 16.04). Not sure how big a deal that terminal situation is in the wild.
