What's the best CSS-in-JS library with static typing support? I don't want template literals, or even necessarily anything React-specific. The smaller the API surface and dependencies the better.

Yes!! I use it in Actual. Never failed me. (Although I have a custom Babel plugin for prod builds)

FWIW you can use emotion with all the jsx stuff if you don't want to use the css prop. Just import from `emotion` instead of `@emotion/core` https://emotion.sh/docs/emotion
