This. The public data is all mirrored. The auth stuff would need to be replaced/rebuilt. You could do it by building a new package namespace to the side & treating the previous package namespace as closed. I have many thoughts about how, as you might imagine.
I wonder how many people have their GitHub/Twitter listed on their npm profile. Would be a decent way to claim/recover accounts with a cloned registry. I don't think anyone is scraping for that data right now though.
There are a range of concerns around all of this but the user registry is certainly the toughest issue. We should discuss those thoughts @ceejbot :-)
