For the last few years I’ve been strongly swaying from “monolith tools” to “plugin everything”. I don’t think either approach is actually sustainable. Likely need something that’s a mix. Not sure what it would look like though.

Not entirely. Webpack literally exposes it's entire API to plugins which slows you down drastically. But limiting the API also restricts the usefulness of plugins. It's a catch-22.

Yeah, agreed. The thing that made webpack proliferate quickly is also going to be its maintainability demise. Contrast to browserify, which had a dead simple plugin interop story but wasn't powerful enough. I feel you, not sure what the appropriate compromise is.
