How are you trying to detect it? The standard is to use the LANG/LOCALE/LC_* environment variables (as listed in the output of `locale`). If they're not set, default to the "C" locale and emit the numbers un-separated; otherwise use the locale-specific formatting.

Also, you might have various flags to control output. Used `stat` on the command-line today and it has controls for outputting as raw values (screen-readers handle reading "1234567" just fine), localized, or using formatting strings (whether integers or strftime-formatted dates)
