This discriminates against people with low open source contributions. Who has written all the code in a non-trivial project?

True! I myself have done most code in entrprise projects, but if people want the best jobs in such competitive env in 2019, they must have open source code/projects. I think it is the best way to try out new technologies

As a requirement (gate), this discriminates against many qualified people: anyone working in any job that does not allow them to OS projects, people who are working multiple full-time jobs as caretakers + professional careers, people who do not have stable private utilities.
