I just realized in 21 years, I've never worked at a company where I saw an engineer get a promotion except Google. And at Google, you basically have to move a mountain to get one if you're senior. I think everywhere else people just find new jobs for promotions.

levels are secret at adobe too but i tell everyone mine. I got promoted here just recently but it was my first big one that didn't come from hopping jobs :(

Yeah I share mine too. We have a “Compensation Discussion” and “PSC Letter” group where people share salary/level info and performance review letters which indicate stock grants and bonuses.

Secret levels are one of the many barriers to equality in the workplace, what's the company's justification for this?

That it lowers bias when working with others. I’m entry level but others assume I’m much higher. If they knew my level they may be more inclined to look down on me. Regardless, I also share my level and salary in an internal group along with other people.
