Webpack shouldn't be used in development, only as a build tool for production like UglifyJS. We have ES2018 + ES modules in browser natively. Start with index.html, raw HTTP server and native primitives. Use htm or lit-html if you need JSX. Yep, same goes for serving different transpiled bundles. Suddenly your testing scenarios explode and you have so many variants (outside of the usual cross browser compat).
