Webpack shouldn't be used in development, only as a build tool for production like UglifyJS. We have ES2018 + ES modules in browser natively. Start with index.html, raw HTTP server and native primitives. Use htm or lit-html if you need JSX. fwiw, I feel the opposite. Every difference you introduce between dev & prod is a risk.
Yep, same goes for serving different transpiled bundles. Suddenly your testing scenarios explode and you have so many variants (outside of the usual cross browser compat).
