NPM should understand package.jsonc files (JSON with // and /* */ comment syntax).

/me nods. more stuff will always mean it will be harder to do, i guess i was trying to sort why JSON would be particularly *harder* than TOML and i couldn't think of any reason it should be?
There's no real reason. Babel and other tools already retain comments in JS in the parser and code generator, even through AST manipulation. Retaining comments in JSON is way simpler.

I may be a nubbin but I would personally class maintaining trivia around JS syntax nodes as a "hard problem" and very likely to have a long bug tail and a fair amount of surprising behavior. You're right that JSON or TOML should be a relative cakewalk though.
