Twitter should have a button to force someone to unfollow. You can sort of already do it indirectly by blocking and then unblocking.

Probably! It feels like if someone complains then they probably just meant to block them. My use-case is basically soft-blocking someone where I don't want them to actively see my content but am okay if they see it organically.
