Probably! It feels like if someone complains then they probably just meant to block them. My use-case is basically soft-blocking someone where I don't want them to actively see my content but am okay if they see it organically.

Because of this draconian policy of blocking both ways it's important to have an incospicuous shadow account where you replicate all your follows so you can still see people's tweets after they disagreed with you on some minor point.
