Is the ES spec the arbiter of what legal TS should be? The fact that the spec describes what happens is not instructive as to whether or not you're writing a correct program. A doctor can describe what will happen to you if you eat a rock; that doesn't mean that rocks are food.

People often make arguments like "the runtime technically coerces this to a string, it should accept 'any' instead of 'string'" which I am usually pretty skeptical of.
